Years and years of having to be on the lookout for anyone that might see her and try to steal whatever it was that she had just stolen (a much more likely occurrence in Five Fingers than being turned over to the Watch) meant that Kesley was aware of Minato watching her very early on. At least that City Watch idea seemed to have fallen through, and besides, he didn't seem so intent on stopping her as he was watching her. Her common sense shouted at her to keep going, that if he wasn't going to stop her that she should ignore him and keep going. But then again she had to wonder just why he was watching her, make sure that he was at least mostly harmless.
So she paused, one hand holding tight to the sack and the other resting on a long knife that she'd taken a fancy to and stuck into her belt. She wasn't going to attack, but her natural suspicion of anyone meant that she wasn't about to trust that he wouldn't.
