While the sails were important, having the mast and the yards was going to be more important, as they held the sails. Without those, the sails would never go up.

Francis got the blueprints of the ship out, and motioned to the top of the mast. Seeing as the mast had to be so large, they had to have it brought in sections, and clamped together with metal fasteners.

So France also imagined a small, almost toy boat version of the ship he had in mind, in order to show the part he had in mind for Prussia to summon on the little toy ship. "The foremast, that is what you will need to bring. Otherwise we cannot attach the rest."
